The city has already started residential compost pilots. Now, according to sources, it wants to ban food scraps from big institutions like hospitals and hotels from being sent to landfills. The administration is preparing to introduce legislation in the next month. Other cities and states are implementing such programs, which environmentalists predict will save money on waste disposal while decreasing greenhouse-gas emissions. The program would not start until at least 2015, assuming enough processing plants are available.
